Russia plans to begin colonization of the Moon in 2030. Designed enterprises Roscosmos and several academic institutions draft concept of the Russian lunar program is at the disposal of "Izvestia" . Its goal - to create a mid-century manned base on the Moon and lunar ground with the possibility of mining the satellite Earth minerals.In the preparation of proposals for the concept involved Space Research Institute (including the head of this organization Academician Lev Zeleny ) TsNIIMash , Lavochkin , RSC "Energia " named after the Queen, Institute of Nuclear Physics , Moscow State University , State Sternberg Astronomical Institute of Moscow State University .


The new concept , as well as in previous projects , referred to the need for international cooperation, but with a caveat : " It shall be the national independence of the lunar program the conditions and scope of participation of foreign partners ."It is known that substance present Moon aluminum, iron , titanium , rare earth metals and other elements. According to the document , after geological studies will be developed technical feasibility study of their production, processing and delivery to Earth. Work to develop the Moon by 2040 , the authors divided into three stages. In the years 2016-2025 plan to send unmanned interplanetary station "Luna -25 ", " Luna- 26 ", " Luna- 27 " and " Luna- 28 ". In the years 2030-2040 is scheduled to begin visiting astronauts lunar potential deployment area polygon and the first deployment of the infrastructure elements of lunar material . Cost of the projects has been calculated only for the first stage - it is about 28.5 billion rubles.

Roscosmos explained that the proposals in the Federal Space Program will undergo a comprehensive examination at the level of industry experts and academics , then the PCF project will be submitted to the government.
